You can get a refund for simply not liking a game or if it's too hard for you or anything so long as it's not played over 2 hours and not older than 2 weeks. Looking up hardware requirements/watching videos does not always solve all problems (although I will say that is solves most). Their policy does not say anything about using the refund feature to demo games as abuse. If you're worried about low performance or often find yourself having stuttering from a capped part then it's time to upgrade. The video ones are usually more accurate. There are also other sites that help you get the general idea of how any one game will run on your system. They often show the percentage the parts are running at, the temperatures, and the FPS. You can go to YouTube, type in your CPU, GPU and the game many videos will show with that hardware or very similar hardware, with the amount of ram & settings listed. It does not have to say "demoing" is not allowed for it to be viewed as abuse, the only thing that matters is how much are you buying vs refunding. no reason to keep a customer that is costing you money, steam is a business, not a charity, and making money is what keeps them in business. if you are doing a lot of purchases and then refunding them, the merchant (steam) is going to be losing money. every purchase and refund you do has a transaction fee. When you buy something online, there is a transaction fee that the merchant pays. those are just statistical information that may be shared with the game developer. the list of reasons you see when you do a refund have no effect on a refund being approved or rejected.
